FDLE Arrests 4 Rogue Bail Bondsmen For Kidnapping And Fraud While Acting As Bail Bonds Agents
FDLE and Florida DFS have charged 4 men for acting outside the legal authority of bail bondsmen.
Authorities have arrested Alexander Michael Rispa and Luis Angel Hernandez Salas. They have also arrested Eduardo Francisco Caceres and Juan Carlos Soto Arraga. All four are facing charges of armed kidnapping and battery. Additionally, FDLE has charged all four suspects with one count each of violating the Florida Communication Fraud Act. FDLE has also charged them with a scheme to defraud and unlawful use of a two-way communication device. In addition, FDLE has charged them with violation of licensure and appointment required and attempts, solicitation, and conspiracy.
Last summer, a detective with Florida DFS contacted the FDLE Miami about a bail bonds company acting outside its authority.
The investigation revealed that in 2022, the four men entered a victim’s home with guns. They then removed the victim from the residence. The four suspects then transported the victim to the warrant-issuing agency. During this incident, the men wore badges and body armor with the word “AGENT.” By doing this, the four men violated Florida law.
It was also revealed that the insurance company did not appoint them on the date the crime occurred.
It was also revealed that Soto Arraga made unlawful contact with multiple inmates in Monroe County between May 2023 and January 2024.
On September 2025, Rispa, Hernandez Salas and Soto Arraga turned themselves in at the Monroe County Jail. The next day, Caceres turned himself in at the FDLE Miami Regional Operations Center.
FDLE agents and Department of Financial Services detectives, and analysts conducted multiple search warrants in Miami-Dade and Monroe counties.
The investigation is currently still active and the case is pending.
